Five Kapos

Council House, Seattle, directors allow managers and their resident thugs to use zero-tolerance policies to divide and conquer then enforce neo-fascist ideologies through identity advocacy. That has a devastating influence on most residents. For identity advocates, the term “diversity” means de facto segregation not acculturation. Federal law forbids religious and racial control in government financially-assisted facilities. It also decries using Kapos to keep order through thuggery. [Neo-Fascist Identity Groups]

In an analogous situation, the Nazis singled out Jews and some other nationals to head work gangs in concentration camps. They often chose them from a criminal element. In return for their services and informing on other prisoners those “Kapos” received preferential treatment. Kapos frequently brutalized other prisoners and serve as a model for Council House thugs.

A delusional triumvirate administers the Council House Kapos: Stephen Mitchell (aka Stefan, a neo-fascist), Nathaniel Stahl (aka Knate, a bi-polar Jew), and Felippe Jacques. (aka Marquis de Sade - an anti-Semitic Frenchman). They project their sickness onto others at Council House in a variety of power grabs to insure control over senior-citizen tenants.

The Kapos spend their time intimidating residents and have created an aura of fear. Stephen Mitchell publicly describes his actions as discipline under zero-tolerance policies that he learned in the military. USAF sources could not confirm that Mitchell ever served in the capacity that he claims in his resume:

United States Air Force, Sargent, [sic] 1983-1988; Supervised 12 airmen, Maintained documentation on assigned aircraft; Scheduled and supervised aircraft repair and maintenance, maintained detailed database of aircraft histories.

Residents wryly say that they did not enlist for military service when they rented their apartments at Council House. Moreover, city ordinances do not allow landlords to inflict zero tolerance policies upon tenants.One becomes immediately suspicious when someone claims to have served as a sergeant in the air force then cannot spell the word. Stephen evidently grew up as an air force brat and has apparently assumed the role that his father held in the air force before he retired. Reportedly, Stephen’s father now manages a gambling casino in Biloxi, Mississippi.

Stephen exaggerated the majority of the other claims that he made in the resume that he used to gain employment at Council House. Consequently, anything he claims as past experience becomes suspect. Several sources that he named in that resume have never heard of him. His pathological lying has become generally accepted by residents and very few of them now believe anything that he says although he still beguiles his directors. [Art of Thespian Lying]

Stephen Mitchell had virtually no credentials in counseling or geriatrics as required by HUD regulations for the previous position that he held before he became administrator and for the mental health responsibilities that he now claims. He apparently used gambling chutzpah and thespian skills to gain his employment at Council House. To use a term borrowed from Judge Doerty’s ranting - Stephen Mitchell ranks as a deluded poseur and fraud which makes him a danger to senior citizens with whom he comes into contact. Stephen Mitchell’s principal confederate and scribe Felippe Jacques masterminded declarations against a resident as he has done on other occasions. They both committed multiple perjury and suborned other residents to the point that has caused jailing and incarceration in mental institutions. Jacques, by his own admission, a physically violent individual has persistently assaulted other residents and orchestrated unlawful activity and distributed hate mail with impunity. Stephen Mitchell apparently clings to every word Felippe says and has even followed written management directives prepared by him. They have jointly masterminded a campaign of blackmail, perjury, and character assassination against residents who do not accept their ideology. Felippe recently tried to have himself appointed president of the residents' association contrary to US Department of Housing and Urban Development (HUD) regulations that mandate no management involvement in resident affairs. He failed. Two of the administrator's five thugs and several of his stooges have already served as officers of that undemocratic entity. They continue to help Mitchell maintain his absolute control over that association and its members. The same thugs monitor bulletin board postings and censor anything that Mitchell finds in conflict with his ideology. Mitchell only allows postings which contain propaganda and hate postings that suit his own purposes. [Censored!]

Stephen Mitchell frequently choreographs Kafkaesque scenarios that end in police officers warning residents or arresting and holding them under mental observation. He uses his position to file false police reports on which some police officers act. He falsely claims that he has legal authority over residents as because they classify as “vulnerable adults”. The term “vulnerable adults” has legal significance. When applied to tenants it means that they have degenerated to mental incompetence. This designation enables him to claim to police and others that he acts as their fiduciary - a charade that demonstrates his own insecurity and self-aggrandizement. He neither possesses mental health credentials that qualify him to evaluate residents’ mental condition nor do HUD regulations allow him as a landlord’s agent to assume that power over tenants. It seems preposterous that the directors continue to allow Mitchell to run rampant in this apartment block for independent living and themselves make mental health diagnoses or inferences. Many residents resent that the directors and managers treat them as children and classify them that way. However, they remain silent for fear of reprisal. [Mindful Madness]

Stephen Mitchell runs a planned campaign that incites residents to file antiharassment motions against other residents based upon their feelings not upon facts. If a resident offends him then he has them arrested and incarcerated for mental observation on the slightest pretext using coerced or faked evidence. He threatens to hold them prisoner in their own apartments using antiharassment orders as a weapon. Then he proudly recounts these incidents and instills fear into other residents by telling them that it could happen to them at his whim. [Ethnic Eviction Shenanigans]

Stephen Mitchell employees five thugs “to keep order”. Psychiatrists have diagnosed mental conditions for two of them. The others show a documented pattern of irrational behavior that matches case law and DSM-IV definitions for diminished capacity and borderline personality disorder. [01] Each thug receives special privileges for services rendered. Evidently, cuckoos of a feather stick together and fly over the Council House nest with impunity. [Mindful Madness]

In litigation Lambert v. H, witnesses signed sworn declarations that Lambert physically attacked different black women in the building on separate occasions - felony assaults. Harris, a black man complained of racism then Stephen Mitchell ostracized him. Evidently, Lambert often lost control yet Mitchell took no action other than to blame her victims and to kill the messenger bearing witness to the incidents. Lacking space in her apartment, she slept most nights in the TV lounge and intimidated anyone that wished to change the television program. Mitchell allowed her to break her lease, house rules, and HUD regulations at will (as he does with Felippe Jacques and the other Kapos) while he harassed and constructively evicted other residents for minor transgressions. For more than three years, Lambert’s apartment contained so much trash and old newspapers that the maintenance staff could not reach the windows to clean them. A security staff member assessed her apartment as a fire risk more than three years ago yet Mitchell did nothing to abate the nuisance.

Moreover, Mitchell has allowed Lambert to remain more than two months overdue with her rent while he pilloried other residents for paying a few days late or having untidy apartments. Lambert "mentored" gullible residents to gain their confidence then acted in a consort with the unsavory, Felippe Jacques They both helped Mitchell and his staff enforce extreme right wing policies. Both Lambert and Jacques have assaulted other residents in varying degrees and at different times. [02] Jacques has blatantly confessed to a history of violence and bigotry. [Noblesse Oblige]

Another thug, Michael Johnson, a belligerent man with a questionable background should not legally have access to the building let alone live there. Johnson has used his physical bulk to block several residents’ movements. This caused a threatened resident to call the police. Stephen Mitchell then victimized the victim. According to his statement in court, Mitchell allowed Johnson to place a letter containing allegedly fabricated charges on the victim’s file. He transferred blame for the incident to the victim. Mitchell has a practice of obtaining similar statements from fearful residents which he places on a special set of files that he uses for blackmail and persecution.

Johnson evidently meets none of the HUD criteria for residency. HUD rules do not allow Audrey Dunbar the rental manager to admit queer partners based upon their sexual proclivity or to avoid criticism from gay political pressure groups. The practice grants unequal rights, privileges, and protections based upon how a person has sex and with whom they have it. Dunbar has evidently extended residency privileges to a violent individual probably based upon Mitchell’s alleged sexual empathy and has ignored HUD rules in the process. [Queer Connection]

Knate Stahl, another thug, has a diagnosed bipolar condition and dubious residency qualifications. He has intercepted US mail and acts as stool-pigeon for Stephen Mitchell. As a computer monitor, he has had violent confrontations in the computer room with Pola Doenyas a resident of Council House. He terrified her to the extent that she ran into the elevator to escape from him. According to Doenyas, Knate Stahl then pulled the emergency alarm for no apparent reason. The elevator maintenance company responded and later charged a high service fee.

Reportedly, Doenyas also dialed 911 for police assistance but to no avail. Stephen Mitchell intercepts police officers when they arrive at the building in answer to 911 calls made by residents. He then feeds them his line about their mental condition and his responsibility as a fiduciary. In those cases, police officers never know why the resident made the call. If the officers insist on interviews with residents then Mitchell holds the meeting in his office in his presence then retaliates against the compainant later for “causing trouble”.

Stephen Mitchell has since victimized Pola Doenyas repeatedly. He has retaliated against her for filing a complaint and has also tampered with her as a witness in a court case by offering her financial relief from an outstanding debt. Pola Doenyas, a native of Bulgaria, suffered under the regimes of both Hitler and Stalin. She now has to contend with similar abuse at Council House. Doenyas now has an attorney representing her and Mitchell has since tried to intimidate and retaliate against her for using that attorney.

The evil triumvirate (Stephen Mitchell, Felippe Jacques, and Knate Stahl) still prevents this educated, computer-literate woman from using the computers, normally available to all residents, more than two years after the original altercation. She has to go to the public library for computer access and to download her email. Her only sin - she had the audacity to instruct other residents on how to use computers, a teaching function reserved by the computer censors Knate Stahl and Felippe Jacques.

Council House directors could care less about her plight or similar suffering by other residents. Pola Doenyas had the chutzpah to speak out about injustice, however, Mitchell used her tenacity against her by arranging for other residents to ostracize her. He used her story to increase his hold over other residents by threatening anyone else who speaks out with similar treatment.

Robert Cowdin (or Chicken-Shit Bob, a euphemism used by Council House residents and staff) completes Stephen Mitchell’s team of thugs. Council House formerly employed the belligerent Cowdin as a maintenance man then fired and re-employed him as “security”. They advertise him as “qualified in-house security” yet he has absolutely no qualifications and spends much of his time harassing tenants and acting as a stool-pigeon for Mitchell He also has questionable residency credentials and a state income that will eventually become subject to audit by state investigators So will the special privileges that he receives from Council House and the property that he owns. Both Robert Cowdin and Felippe Jacques allegedly charge residents for services contrary to HUD regulations.

Guards at King County jail have more compassion and professionalism when handling prisoners than Stephen Mitchell as a landlords’ agent has in his contact with elderly tenants. At least the jail guards act in an official capacity while Stephen Mitchell has no authority over tenant life-styles. The directors continue to employ him and condone his behavior with impunity. They must hold ultimate responsibility for his behavior and their own criminal negligence.
