Institutional Madness
Council House residents live in a confusing world that damns them whether they do or do not. They live under violent threats and fear of eviction or other punishment for unspecified behavior. Members of an established elite stand ready to perjure themselves to get rid of people that they do not like. Arbitrary punishment has ranged from denial of ice cream at a social function for reading a newspaper to family intervention, eviction, and incarceration.
While the directors play out their tragi-comedy another disaster waits to happen. A cabal of anonymous directors rely upon neo-fascist administrators and an evil triumvirate to control residents. That triumvirate consists of: Stephan (aka Stefan) M. an occasional actor and pathological liar acting out his fantasies in management; Felippe Jacques a French expatriate and self-proclaimed misanthrope who on occasion signs himself “Marquis de Sade”; and, Nathaniel (aka Knate) S. a diagnosed schizophrenic. Bizarrely, denial and sublimation has spread from that triumvirate to the directors who insist upon anonymity contrary to state law that requires disclosure of directors’ names. They have allowed a bad situation to deteriorate into criminal negligence through indifference and lack of perception. The directors have now obtained court orders so that they can remain anonymous.
Not once in four years has a director spoken publicly about the problems reported to them and their attorneys. Instead they have filed frivolous law suits and incarcerated their critics. For example, a former administrator, Mark M., used an attorney to threaten a resident for complaining about nocturnal noise instead of addressing the issue - a typical kill-the-messenger technique now used by his successor Stephen M..
The only contact by a reporter with directors came through Donald S., a director now president. He left a condescending message on a voice mail which bypassed the attorneys that Mark M. employed to harass him. Donald S. The telephone call created a conflict of interest for the journalist that did not allow a response. S. failed to understand that he had placed the journalist in an untenable position by appointing attorneys before discussing issues then contacting the respondent directly. He also failed to understand that ethical journalists do not make deals with alleged wrongdoers to change or suppress facts. They report facts not propaganda written in a consort with people who have allegedly committed crimes. [Propaganda]
The directors lateer mounted a criminal cover-up that allegedly involved judicial misconduct by three judges (possibly four) and embarrassed the congregations at two synagogues. Their negligence has since probably contributed to at least two resident deaths. [Rampant Judicial Delusion]
Add to the mix, an incompetent legal counsel, a trial judge with obvious mental aberrations and a bias toward the writings of the Council House “de Sade” (whom he avidly quotes), and hornet nests of judges, lawyers, and wealthy business people at two synagogues. Then, a squirrel cage with a few administrative problems becomes a very dangerous, psychologically inhibiting, and demeaning place for senior citizens to live. [Hornet Nests]
The directors support bizarre and unlawful psychological cloning and identity advocacy using zero-tolerance policies. Their administrators rely upon vulnerability and coercion to separate people into religious or ideological groups. They then prey upon individual group members using racial, religious, or ideological ambiguity to control them. [Neo-Fascist Identity Groups]
For identity advocates, the term “diversity” means de facto segregation not acculturation. Federal law forbids religious and racial control in government financially-assisted facilities. However, the cabal openly allows Council House managers and their resident thugs to use zero-tolerance policies to divide and conquer then enforce neo-fascist ideologies. They hold a devastating influence over most residents several of whom live in perpetual fear.
Racial policies have caused many problems for unrepresented inhabitants. They also insure that power and equity participation remains within a distinct ethnic group. For example, several directors met as a search committee to discuss hiring a replacement administrator. They voiced concerns about advertising nationally (as required by law) because it would result in black people applying for the position. They then conspired to exclude them. Those policies have resulted in the board of directors remaining exclusively Jewish and the employment of unqualified managers who squander taxpayer money. [Freedom of Conscience]
The directors and administrators have repeatedly used mental illness as propaganda in attempts to coerce or destroy the credibility of litigants and witnesses. They have projected mental health problems inherent in their managers onto their critics to enhance their own credibility and to destroy credibility in others - a technique used very effectively by Joseph Paul Goebbels and Henry Albert Kissinger. Moreover, they have suborned testimony to give credence to their propaganda. [Propaganda]
The triumvirate acted as principal witnesses for Council House during several legal proceedings. They suborned testimony from more than forty residents to support fantastic contentions. Judge James A. Doerty, with his political connection and bias toward Council House directors, willingly wrote that perjury into the record without questioning it. [Rampant Judicial Delusion]
HUD officials do nothing to investigate the situation apparently for fear of exposing their own culpability. Meanwhile, two people have died probably due to contributory negligence. [Agency Accountability]
Felippe Jacques describes the neo-fascist Council House Administrator, Stephen M. as:
. . . A kind, gentle and sweet Northwestern [from a part of Idaho rampant with Nazism]. Maybe a bit too mellow for some. An aspiring actor and singer who, unfortunately, needs a day job. And the job of Administrator of a home for low income citizens fitted him quite aptly. He has held it now for over a year and, with the exception of . . . a small number (six) of mentally unbalanced people suffering from different mental afflictions, the general consensus is that Steve is doing a fine performance.
Felippe Jacques does not acknowledge that his mentor Stephen M., an obviously unbalanced and hysterical thespian, poses as a mental health counselor to “diagnose” psychosis in those with whom he disagrees. He fails to say that bullies like Stephen M. usually manipulate their victims so that they look up to their tormentors as superior beings deserving respect, even love. That omission probably derives from the common identity that Felippe Jacques has with Stephen M. [Noblesse Oblige]
Senior citizens may not expect a perfect home in subsidized housing. However, Congress tacitly ordained that directors of government-financed facilities must rule with respect not fear. Stephen M. buries uncomfortable truths with charm using incantation and theatrical performance. He claims all residents as his surrogate grandparents and says that he has power over them as their fiduciary (trustee). Many tenants do not recognize the fear and hate that they experience. Residents make a conscious decision to love him and the principled among them decide to die fighting him. They all live in an Orwellian dichotomy. Some of them persuade themselves that they only have a few years left and ask why they should bother to try to change anything. In fear, they realize that they cannot stand up for themselves then surrender to overwhelming power. They fail to resist the thugs who control their lives.
Federal regulations make it clear that government did not intend for senior citizens to live in perpetual fear. Congress did not mean them to constantly have to guard against the people surrounding them. Especially, they did not expect them to accept intimidation by twenty-first-century Kapos (prisoners or thugs given authority over other inmates in Nazi concentration camps). The directors have chosen the equivalent of convicts to govern a senior citizen prison despite laws to the contrary. [Five Kapos]
Once residents have accepted the abuse as never-ending, many become part of it and abuse others - they follow like sheep into an abyss. Consequently, it does not matter to them what they may have experienced in the past - for better or for worse - the predominant ideology engulfs them and they lose all individuality They cease to feel anything and cannot see in front of their noses. They find comfort in not challenging the cruelty of others.
Felippe Jacques (Marquis de Sade) finds it acceptable for Stephen M. to “pad his resume” with mental health qualifications so that M. can control tenants. J. builds on M’s. phony diagnoses as justification for his vigilantism. Meanwhile, his phony credentials allow M. to act out his zero tolerance fantasies. He has persuaded police on several occasions to arrest and incarcerate residents based solely upon his mental health “diagnoses”. [Noblesse Oblige]
The directors have allowed M. to incarcerate four residents during a twelve-month period for complaining about abuse and ostracism - the residents had exercised their constitutional right to freely express themselves. They locked out another resident from his apartment using anti-harassment laws, they suborned testimony, committed perjury, railroaded others (unlawful eviction) from their apartments, and evicted another on perjured testimony. They have also used blackmail also search and seizure as weapons.
The administrator, Stephen M., uses five thugs as enforcers and additional informants. One of them has since been evicted apparently as a result of media exposure. All five thugs had allegedly committed crimes - several of them felonies worthy of prosecution. The administrator has allegedly committed multiple felonies and violations of federal law yet the directors continue to cover up his crimes. [Five Kapos]
Meanwhile, Judge Doerty adjudicates through a looking glass - he answers unquestions.
The question is, said Alice, whether you can make words mean so many different things. The question is, said Humpty [Doerty], which is to be master - that's all. [01]
Lynn, wife of superior court judge, Anthony P. Wartnik, allegedly violates federal and state laws with impunity. Apparently, she relies on a similar immunity to that which her husband misuses as a judge. With her past co-president Sheila (wife of Seattle bankruptcy attorney, Craig S. Sternberg), Lynn supports Stephen M. and his “zero tolerance” policies and adopts similar strategies herself. Moreover, she accepts what the triumvirate writes then repeats it in sworn testimony without any facts, or psychological examination, to support her contentions.
Originally, Lynn W. and Sheila S. falsified a federal document to appoint Stephen M. administrator. They knowingly submitted false employment resumes to HUD - the padded resumes to which Felippe Jacques refers. They then offered a disingenuously worded employment contract that called for instant dismissal at will for any cause. Desperate for money, and not having the qualifications for the job, Stephen M. signed it. In his insecurity, he immediately started to abuse and instil fear into residents. A reasonable person would assume that these “charitable society women” rank as exceptionally naive or crazy. They have known about the abuse for more than two years and have done nothing about it. Consequently, deaths occurred on their co-presidential watch allegedly attributable to gross negligence and fraud - they could probably have avoided those deaths if they had supervised their staff properly.
Not surprisingly, the conspirators included: Stephen M. (the administrator); Lynn W. (a judge’s wife); and Brad S. (an attorney); Knate S. (allegedly diagnosed schizophrenic, ineligible for residency as a mentally disturbed adult); Michael Johnson (a physically violent, illegal resident living with his allegedly queer partner); Virginia L. (responsible for physical assaults on two black women residents. Stephen M. has since evicted her for an unsanitary apartment which alone defined her mental state); and, last but not least in infamy, the Marquis de Sade, Felippe Jacques, a perennial thug responsible for violent assaults upon residents. Felippe Jacques acts as principal organizer for Stephen M. with whom he has consorted in criminal acts. Those acts included arbitrary and willful intent to imprison residents in their apartments, in mental institutions, or in jail because “he does not like them” - the reason he frequently gives for his actions. As landlords, the directors have allied themselves with their most despicable tenants (two or three of them allegedly illegal residents) to commit multiple felonies. A reasonable person would define subverting judges then committing perjury to cover it up as insane acts when one considers the criminal implications - especially when one considers that they did not have the smarts to backdate their perjured declarations.
With willful blindness, tyrants never learn that expedience and indifference always rebound to destroy them. Stephen M. and his directors continue to terrorize residents by deliberately manufacturing evidence. They have subverted at least three judges to terrorize a community of senior citizens. They have used criminal law techniques in a civil setting then mounted a campaign of perjury and subornation to cover up those unlawful acts. Their victims receive: no due process; no lawyer; no telephone calls; no warnings; and, no hearings. Neither the court nor the directors account for whereabouts or inform friends and associates of changes in circumstances. They refuse to allow their victims to tell their side of the story or face their accusers. Their victims constructively evaporate as surely as if they lived in North Korea, Cuba, Iraq, or Texas.
The Seattle public and media must become more skeptical and vigilant about their judiciary - especially elected judges who rely on political contacts for reelection. They must pay special attention to the way judges commit misconduct by indulging in subversive backstage communication and manipulation of court documents and transcripts to evade appellate action. In a democratic society, public opinion based upon scepticism and vigilance ranks as an important and necessary check on potential excesses by judges. [Rampant Judicial Delusion]
Council House directors have made a choice not to care about the rights of senior citizens for whom they have assumed responsibility. Instead, they have chosen expedience and indifference in a consort with allegedly corrupt judges. They prefer self-aggrandizement and financial gain to democratic process.
What will prevent the directors and their unscrupulous managers from making people constructively disappear? Two people have died allegedly as a result of criminal negligence. Their thugs have violently assaulted residents and one of them has issued a death threat. They have incarcerated people without cause or process. They have compromised Anti-Defamation League (ADL) and Immigration and Naturalization Service (INS) with their scams. What will the directors encourage or allow their thugs to do next? The directors continue to try to cover up their behavior so that their image does not become tarnished. They would rather the suffering continue and try to kill the messenger than face the issues. When they misuse the law to imprison reporters they become as bad as, if not worse than, those who terrorized their forebears. To their credit, Nazis did not hide behind religion and court-ordered anonymity. They did not glorify themselves as pillars of the temple or as the spirit of truth and freedom. [Hornet Nests]
