Benevolent Despotism

That the National Council of Jewish Women (NCJW) appointed approximately fifteen Jewish directors who in turn employed three supremacist managers to run a residence for senior citizens, sounds truly oxymoronic. However, tyrannical managers run Council House, Seattle, under the guise of benevolence. In fact, the residence management subsists as a benevolent dictatorship.

At Council House, managers enforce an ideology that advocates oppressive, dictatorial control operated under the aegis of a "democratic fascism".

Directorial indifference allows three supremacist staff members and five thugs to enforce their own ideology and to enrich themselves unlawfully.

Managers impose a centralized authority using stringent socioeconomic controls. Those controls include suppressing opposition through terror, censorship, and enforced confession for alleged wrongdoing. They exercise belligerent autonomy. They manipulate race, color, creed, national origin, gender, age, and familial status, contrary to federal laws and democratic principles. They enforce an ideology or political philosophy that advocates oppressive, dictatorial control. Collectively, they operate under the aegis of "democratic fascism".

Willful blindness on the part of government officials, supported by the findings of James A. Doerty, an elected Washington state superior court judge, allows the abuse of residents and misappropriation of government funds to continue unabated. The oversight authority, US Department of Housing and Urban Development (HUD), continues to ignore reports about these issues. Both politicians and the judiciary protect directors to serve management interests instead of the residents who elected them.

NCJW formed a non-profit corporation then built and later refurbished Council House, a residence for senior citizens on Capitol Hill, Seattle. They obtained federal financial assistance through HUD for the original construction and rehabilitation. However, they do not understand that they lost the privilege to operate as an exclusively Jewish establishment the day that they accepted millions of taxpayer dollars - money that residents have paid to the US government in taxes over many years.

The former administrator Mark T. Mullen, received many legitimate complaints about conditions at Council House during his fourteen-year tenure. He repeatedly handled them by using kill-the-messenger and procrastination techniques instead of following HUD procedures that give residents specific rights. His assistant for five years now his successor, Stephen (aka Stefan) A. Mitchell (37), a professional actor, employs similar dictatorial policies.

For example, a resident who could not get satisfaction from Mullen wrote to US Senator Patty Murray with her complaint. Murray referred the matter to HUD who requested a response from Mullen. He wrote a self-serving letter then HUD closed the file without giving the resident the opportunity to respond or informing her of her right to appeal. The close relationship between Mullen and HUD officials effectively denied that resident her civil rights. Murray has since either ignored other complaints or treated them with indifference. In an apparent conflict of interest, she has a "cozy" relationship with Council House directors, who according to Mitchell, recently "honored" her. This closeness does not protect resident interests. Instead it protects the people who will probably help fill her reelection coffers.

Several similar incidents have occurred during the past three years that show an unlawful pattern and practice of negligence and cover up. Through benign neglect, HUD allows Mitchell to use abusive enforcement tactics and witness tampering strategies when the matters reach court. HUD officials remain completely unresponsive to resident complaints although fully apprized of dysfunctional management personnel and policies.

Noel A. Tognazzini, Special Agent in Charge, Robert W. Woodard, Assistant District Inspector General for Audit, Office of the Inspector General (HUD/OIG-Seattle), and Clarence Nelson, HUD Contract Administrator, State of Washington, respectively hold investigation and oversight responsibilities at Council House. They have apparently done nothing to resolve problems that have escalated over fifteen years. Instead they collude in a cover up instead of resolving resident complaints and conceal public documents to support their concocted findings.

Anthony Crook, Deputy Director, HUD Investigation Support Division, Washington, DC, evidently condones their neglect through his incurable and willful blindness. For example, he received a message (11 Sep 01). It informed him that three different resident sources reported (after seeing the WTC disaster on television) that Mitchell and his staff had taken no action to check the building, to lock it down, or to increase security. The building remained wide open and vulnerable despite the breaking news on the East Coast. [Tall Structure Terror]

Crook responded (12 Sep 01) to that request for urgent action by writing:

"I do not believe that this office does not have the authority to issue such a directive. If that authority does exist, it might reside with the local HUD program office."

That bureaucratic befuddlement serves only to support Mitchell's dereliction and to exacerbate the fears of several residents already terrified by his dictatorship. Crook exemplified by his gobbledygook the consistent pattern followed by officials of the local HUD program office in covering up abuse and misappropriation at Council House.

Council House remains at high risk especially in light of WTC terrorist activity, its Jewish connection, and its high percentage of Jewish residents. The management condoned sympathies directed toward Islamic terrorist causes by a former employee which probably increased resident fears. However, they remain silent because of a more personal fear: the kill-the-messenger techniques and ostracism that Mitchell uses against them if they speak out. [Tall Structure Terror]

Martha Dilts, Acting Secretary's Representative (HUD-Seattle), uses the same kill-the-messenger tactics as her predecessor Robert Santos. She wrote (02 Jul 01) to a member of Congress that the abuse at Council House effectively results from this reporter gathering news and publishing it! Dilts evidently prefers not to acknowledge the recent General Accounting Office (GAO) report that found seventy-five percent of the properties that GAO inspected substandard. HUD had previously claimed compliance for those same buildings. Congress has long suspected that HUD does not hold its owners accountable for 30,000 buildings that house about 2,000,000 low-income people. [01]

GAO reported that part of the problem relates to lack of clear instruction by its field staff to property owners on how to follow up on inspection reports. Reading Crook's response, learning about Dilts's attempt to evade responsibility, studying abuse and misappropriation by Mitchell and his directors' indifference, shows how despotism has taken hold.

The Council House administrative staff primarily comprises: Stephen (aka Stefan) A. Mitchell (37), Audrey F. Dunbar (32), and, Katrina M. Ramsburg (23). None of them holds the mandated qualifications required to work with senior citizens and they show no compassion or respect for elderly people. HUD designates Council House as a residence for independent living. These employees fail to realize that the term "independent living" means that they must confine their activity to maintaining and running the facility. They must neither coercively persuade the residents into any particular behavior or life-style nor force them to accept any particular ideology or political or religious belief. However, they continue to do so and HUD acquiesces to it.

Resident abuse ranges from simple denial of ice cream for "rudely" reading a newspaper at a social function to strapping sick residents to gurneys and incarcerating them. They use unsubstantiated statements of mental health problems to persuade police to make arrests. They then use descriptions of those incidents to intimidate other residents into submitting to ideological dictates. Moreover, they coerce residents (some quite gullible) to write apologetic letters for perceived rudeness or to make statements under duress. Then Mitchell places those letters on "unofficial" personal files for later use as confessions to support eviction threats and to provide false evidence for court proceedings against residents he does not like.

Moreover, as in any dictatorship, the daily rule-bending and disingenuous response to questions and complaints leaves residents confused and fearful. The invasion of privacy by unqualified staff calling relatives to bring pressure on residents continues unabated although HUD has known about it for many months.

Mitchell recently (26 Oct 01) brought a court motion against a resident journalist for violation of an antiharassment order. Ironically, Judge Doerty held that journalist in contempt of court for legitimate newsgathering that he deemed "surveillance". However, at Council House one may not use the same sauce for a goose as one does for a gander. Mitchell maintains a pseudo law-enforcement identification system for gestapo-like surveillance and identification of residents he suspects have questionable loyalty toward him. That system contains mug shots of all Council House residents including the journalist that Doerty held in contempt and fined $100/day for resident surveillance.

Keeping that mug shot book and allowing access to it violates federal privacy regulations. [02] Each photograph could result in a fine of up to $5,000 and residents could additionally sue for damages either individually or as a class action. Moreover, knowledge of the existence of the book has reinforced the feeling among residents that Orwell's Big Brother (Mitchell) constantly watches them. Several residents complained to Dunbar about the book. She then concealed it but still maintains it. She has included photographs taken at social gatherings without residents' permission for "security purposes". Several she took and published without the subject's knowledge. Sources have reported that she did not obtain signed releases before she used any of them.

Several residents suffered the European holocaust and now others suffer similar experiences under a "land-of-the-free" banner. A post-WTC request by a Jewish resident to exhibit the US flag outside the building met with derision from Mitchell. Provoked, the resident responded vociferously but inappropriately. This caused Mitchell to immediately threaten him with police arrest and eviction. However, Mitchell continues to exhibit an Israeli flag in the dining room that panders to the exclusionist, nationalistic aspirations of some residents and deeply offends others. Abusive managers continue to deprive residents of their constitutional rights and freedoms granted to them by Congress which results in coercion and abuse by staff. Yet the directors remain indifferent - an indifference that has fostered unmitigated psychological abuse.

Modern totalitarianism differs from that of traditional politics because the checks and balances of traditional political systems do not apply. Today, it defines more as cultism. This "democratic fascism" gives the impression of supporting democratic rights and principles but in effect retains absolute control. It effectively denies civil rights using prior restraint, censorship, and propaganda. The victims acquiesce to the loss of those freedoms, some through apathy and lethargy, others through fear of retribution for speaking out. Council House management and residents have become prime examples of this phenomenon.

Incompetence, indifference, racism, and nationalism, spawn fascism. This frequently happens in closed societies. Managers usurp power by depriving residents of free expression then indoctrinate them with disinformation. Propaganda supports undemocratic authority and allows managers to introduce stringent socioeconomic controls. Those controls reinforce extreme right-wing ideologies and squash democratic dissent. They benefit only a closed oligarchy (the directors) to the detriment of the inhabitants. At Council House, the directors' indifference allows three supremacist staff members and their five thugs to enforce their own ideology and to enrich themselves unlawfully.
