The letter claims that the cartoonist threatened to castrate the Council House building manager by publishing this cartoon.

Finkle claims: "In accordance with
RCW 42.17.260(1) and
RCW 10.97.080, we are prohibited from providing you with a copy of non-conviction data, even though you are the subject . . . "

Mitchell, Executive Director, Council House, Seattle, has filed many false and misleading reports with City of Seattle law enforcement and other agencies in attempts to intimidate and to harass Council House tenants.
